Before the World War I throughout the entire territory of Latvia along the coast there was the Russian Tsar Rescue Society on Water with 18 rescue stations. During the war, the work of the stations was interrupted and it was resumed in 1923. Then there was only one station and it was in Salacgriva, the rest of the stations had been destroyed. The stations, however, were restored and ever-new stations were built in a very short span of time. The local departments were in Salacgriva, Daugavgriva, Ovishi, Ventspils, Pavilosta, Akmenrags, Liepaja and Bernati. The new society was called: Latvia rescue society on the water. The funding was collected from the member fee, volunteer donations and the fee at every port from the vessels (one a year 1 santim from the registered Net tonnage of the vessels).
Salacgriva Department as the only North department on the territory of the Gulf of Riga in Vidzeme had the vastest field of work. The rescue station was located on the left bank of the river Salaca on the territory of the port.
